Yes. A helper already in Hong Kong can change employer, usually on completing or lawfully ending their contract, subject to Immigration approval. Under Hong Kong's employment agency law (Cap. 57 and its regulations), agency commission is capped at 10% of a job-seeker's first month's wage – and that cap protects the helper, not the employer. Employer-side agency fees are not capped by law. That's why PASIA publishes transparent ranges rather than hiding the cost.

As the employer, you'll typically provide proof of Hong Kong residency, financial standing and household details, plus the signed Standard Employment Contract. You must pay at least the Minimum Allowable Wage set by the Government, plus either free meals or a food allowance, and provide suitable accommodation, medical care and free return passage. Figures are reviewed periodically, so confirm the current MAW and food allowance with the Labour Department.
